Popsicle VS Lollipop

Is a Popsicle just a frozen lollipop?  I'm not really sure what defines a lollipop other than a candy on a stick.  So if that's the case any frozen treat on a stick would be a lollipop.  Now that I think about it, maybe the "pop" from the word "Popsicle" represents the same "pop" as the word "lollipop".
